The Department of Small Business and Supplier Diversity has created a certification application portal that will allow your business to certify with the Commonwealth through a completely automated process.

Business Owners should gather required information for certification prior to beginning the certification process.

If you have already registered in the new Application Portal:
  1. Click on the link To Begin the Certification Process or the Certified image icon below.
  2. Enter your login details.
If you have not already registered in the new Application Portal: 
  1. Click on the link To Begin the Certification Process or the Certified image icon below.
  2. If you have not previously registered in the new Application Portal, you will need to Register by entering your email address, choosing a username (ensure you have entered the correct email and the username you wish to use, because these cannot be edited at this time), and entering a password. You will then be sent an email with a link to confirm your Registration. You will not be able to login until you have clicked that link in the Registration confirmation email.
  3. Once you have clicked the link in the Registration confirmation email, you will be able to log in to the Application Portal using the username and password you created.
In order to link to your existing SWaM/DBE application, you will need to:
  1. Click “+Add New Application”
  2. Click “Yes” when it asks “Has your firm ever applied for SWaM or DBE certification in the past?”
  3. Enter the EIN and certification number that is/was previously associated with your application and click Submit
In order to create a new application for a firm that has never previously applied for certification:
  1. Click “+Add New Application”
  2. Click “No” when it asks “Has your firm ever applied for SWaM or DBE certification in the past?”

IMPORTANT: At this time, an application can only be linked to one user’s profile. Therefore, if your firm has more than one owner, or if someone other than the owner links to the firm’s application, then the certification/recertification process, or edits to the application, must be completed using that person’s Username and Profile.
